Event Participant Status - Counted - Not Counted

Howdy,

Since upgrade from 2.2.7 to 3.1.3 I am experiencing either inconsistent results on Civievent Dashboard (civicrm/event?reset=1) with Participant Status'.

I have set almost all status' to positive and counted but most events show Counted and Not Counted as Zero.
Is there something I am missing with the upgrade? I had a good look around but couldn’t find anything.

Any tips appreciated.
