Schedule Mailings and Time Zone

I have civimail happily working away on my site. My only problem is, when I schedule to send a mailing with civimail, it always adds 8 hours to whatever time I schedule.  This occurs even if I select "send immediately".

I checked my drupal settings and they happily reflect my time zone, so I am not sure why civimail insists on adding 8 hours to any kind of mailing I choose.  It must be reading the time somewhere for it to think the current time is 8 hours in the future even for "send immediately"

Now, here is the tricky part.  If I decide to fool it by setting the send time 8 hours earlier, it tells me "Start date cannot be earlier than the current time."  

Great NOW it knows what time it is.  I think this mailer may be out for my sanity.

Any ideas?  Thanks in advance.  :-\
