Making some uploaded files public and others secured

I want to be able to secure a file that I uploaded as part of a profile field.  But I also want to make the file I upload on the PCP page as public.

Currently there is only one set of permissions on CiviCRM - Allow to view uploaded files.  Is there a way I could customize this to say if its a profile field then its secured, but if its a file uploaded for the pcp then it follows the permissions?

you might potentially be able to use hooks to implement it, but i'm not sure how
