incorrect offline event confirmation

We have a situation on civi 3.1.2 where if we switch a pay-later participant to "Registered" we get different results depending on whether we do the change from the participant record, or if we do it batch-style from the list of participants.

1)  If from the participant record, the email receipts it shows a number of profiles and custom fields, even if they're not in use by our event. This is incorrect.

2)  If on the other hand, we change the record to active from the list of event participants directly (without visiting the participant record), the user receives an appropriate confirmation email.

I'm guessing the difference is the result of bug? I've been looking to see if this is fixed in 3.1.3 or 3.1.4 ticket list, but so I haven't found a matching bug.

I'm trying to drill down a bit further here to try to understand patterns of what's going on.  Has anyone experienced something similar?

I'll add that the incorrect fields appended to the offline email in case #1 are custom data used for  "participant" data.  These fields appear when I edit a participant for my event. I'm wondering why they appear in the edit view if they're not associated with a profile for my event.  Then, in turn, they appear if I change the participant status. But the fields do not appear in the email when I change the status from the participant status directly.

Is this correct by design?

your best bet is to upgrade to 3.1.4 and see if it fixes this behavior. if not, we can investigate further and figure out what the behavior should be
