Miscalculating registration end date

We have an event with a schedule registation end date of December 22nd, 2010 12:00 PM.
Were using Civicrm 3.0.3

When we try to register for the event today, the registration reports:
Registration for this event ended on December 22nd, 2010 12:00 PM

It will work if we move the end date to Jan 22nd 2011 12:00 PM

I dumped the event record and loaded it on a different instance and it works (had to change the loc_block_id).

It seems like it is a server specific issue.

Any thoughts on where the problem may be? 
Can someone point me to the code file that is performing this calculation?

I've attached the SQL for the record.
