Donation reporting module?

I'm in the process of setting up civicrm to handle donations for a non-profit and the question of donation receipts,thank you letters and end of year contribution reports for taxes came up.  I found this thread

would be great if you could step up and help develop these features :)

I suspect the CiviReport framework would help a lot with this development

I commented recently on http://forum.civicrm.org/index.php/topic,13405.msg57477.html regarding this and I said:

If I had any coding ability whatsoever I most definitely would.  You have got me thinking as to how else this might be accomplished.

Has anyone written a list of requirements for this?  What do we think it would take in terms of resources to develop it? 
Success is the ability to go from one failure to another with no loss of enthusiasm.
