I am using CiviCRM 3.1.4 on a Drupal 6.16 platform, PHP 5.2.5 and MySQL 5.0.45.  

From the Administer|Customize|CiviCRM Profile menu I use "New CiviCRM Profile" button to create a new profile.  The next window contains a many-multiple-repeated list of the following two errors:

 # user error: Smarty error: [in CRM/UF/Form/Group.hlp line 91]: syntax error: mismatched tag {/htxt}. expected {/ts} (opened line 90). (Smarty_Compiler.class.php, line 2338) in /home/oepa/public_html/special/sites/all/modules/civicrm/packages/Smarty/Smarty.class.php on line 1093.

# user error: Smarty error: [in CRM/UF/Form/Group.hlp line 109]: syntax error: unclosed tag \{htxt} (opened line 82). (Smarty_Compiler.class.php, line 317) in /home/oepa/public_html/special/sites/all/modules/civicrm/packages/Smarty/Smarty.class.php on line 1093.

If I try to complete and save a new profile anyway, I am returned to the previous window and no information is saved.  

The previous version of CiviCRM did not do this.  Have I made some error in upgrading, or is this a bug in the latest version?  I cannot reproduce the error on the demo site, so I assume that it is something that I can fix.

I have tried the usual steps of emptying cache, deleting browsing history, and logging out and logging back in on the off-chance that those steps would take care of the problem, but I have had no success.

Thanks, Ken.  That explains a lot, as well as why the same errors appeared in two separate CiviCRM installations that I maintain.
