Hi -

We have a mailing with status "running" but it is stuck having delivered only about a third of the emails.

What should our next steps be?

Is it safe to try to resume sending using /administrator/index.php?option=com_civicrm&task=civicrm/mailing/queue&reset=1 as the trigger URL?
In other words, if an email was sent for an address, is it removed from the mailing_event_queue table, or flagged in some way that would prevent us from sending duplicates?

If it is not safe, what is the best method for clearing the mailing_event_queue table?

You can rerun safely. Try running the processor directly, see if you get an error message or something.
