Register Organization + Required Officers

I'm trying to use CiviCRM to help a small government office keep track of local business licenses.
When someone registers a business, they need to enter the business info AND the info for three business positions (i.e. CEO, CFO, President).

What would it take to do a multi-page application with each of these items required?

If a person doesn't have all the info at the time, what would it take for the registrant to log into the site and update their business information?

The below will require custom coding and using the civicrm api.

I'm writing a "similar" form for a school application process (1-4 parents and 2-3 emergency contact info) this week or so. I'll blog about it when done

check http://civicrm.org/professional/ you might want to contact web access, they do a fair amount of work on civicrm and the school stuff
