Is the only way to modify this with a tpl file or is there a configuration option in the Civi Admin area?

3.1 onwards CiviCRM provides support for changing the email templates that are sent by system (System Workflow Messages) through message templates.

it starts with

"Dear supporter,
Thanks for creating a personal campaign page in support of XYZ"

To change this message, you might wanna have a look at Administer →  Configure →  Message Templates and edit Personal Campaign Pages - Supporter Welcome { http://drupal.demo.civicrm.org/civicrm/admin/messageTemplates?action=update&id=15&reset=1 }

Modify CRM/Contribute/Form/PCP/PCPSupporterNotify.tpl

I recommend using custom templates to achieve the same.
