I thought this might have been dealt with somewhere (see http://drupal.org/node/733958), but can't seem to find it.

Lately (I think since the failed Drupal 6.16 upgrade), users cannot create Drupal accounts while registering for an event via CiviEvent.  They get this message:

Please correct the following errors in the form fields below:
The name {username} is already taken.

This occurs even when the username has not been taken.  I, as an admin, can go into Drupal and create an account for them with any of the usernames they tried without any problem.

Is there a solution?  (Users can create an account just fine on the Drupal side, the problem only occurs when CiviCRM gets involved.)

I'm seeing this also with a membership sign-up page. The user is strongly encouraged to check the availability of their preferred username, and all usernames are reported as already taken. This is a real show stopper for me. Civi 3.1.3 on Drupal 6.16.

What's the fix?

this was a bug for CiviCRM v3.1.3, we fixed this for CiviCRM v3.1.4

Excellent!  I upgrade to 3.1.4 just after I posted last night, but didn't get a chance to test it then.
