Club Hierarchy: How to Configure?

Hello,  I was told that CiviCRM would be a great solution to our demanding situation and scope.

Background:  We are an International Car Club that governs chapter clubs all over the world.  Members belong to the International Club directly, but also are associated with their local chapters.  Chapters are part of the governing club's structure.

Scope:  We need a platform that can manage:
- paid memberships
- Local Chapter records with their information (officers, internal ID, etc)
- associated members with their local chapter(s) (one member can be associated with multiple chapters)
- Member information (includes multiple addresses, multiple car information, etc)


If someone could give suggestions on how to configure CiviCRM to manage these few criteria, i would be most appreciative.
