"Please set a location type of Billing"

I got the same "Please set a location type of Billing" error message.  But when I go to Location Type under Administrater CiviCRM and enter "Billing" for the name, I get this message "Please correct the following errors in the form fields below: * Name already exists in Database."  Anyone know what I am doing wrong.  I'm running on CiviCRM 1.8 and did not do any upgrading.

1. do u already have a billing location type

2. is it disabled? if so enable it

I did not create any location type.  There are none listed on the location type page. I am not sure why it would say that I have one created already.

By default, civicrm ships with 5 location types. Not having any location types indicates some sort of setup issues on your system. Did you load civicrm_data.mysql into your database?

No, I did not.  I only uploaded civicrm_41.mysql and civicrm_generated.mysql.  I just tried to upload civicrm_data.mysql and got this error message:

/******************************************************* * * civicrm_county * *******************************************************/ INSERT INTO civicrm_country( id, name, iso_code )
VALUES (
"1001", "Afghanistan", "AF"
);

Any suggestions? Thanks for your help.

Something terrible went wrong when I deleted the existing database and tried to upload civicrm_41.mysql and civicrm_data.mysql.  My site went down.  How do I get my site back up?  Please help.

I was able to get my site back up since I backed up the database.  How should I go about deleting the existing tables generated by civicrm_generated.mysql and uploading civicrm_data.mysql?
