Demo site vs. 3.1.4 - is this a Edit Contributions Bug?

I noticed some weird date formatting on two 3.1.4 installs.   Also, on the demo site, we can edit the Type and Date of a contribution, we've never been able to do that before.

Is this a change in 3.1.5?  Or is this a bug?

These fields are frozen and we don't allow to edit them for
1. Online contribution w/ status as Completed.
2. Credit Card Contribution.

we do allow to edit fields for only offline contribution.

Ok I'm going to file a trivial bug for the first 2 screenshots then, the mis-formatting of the date for a frozen contribution.
