Can anyone tell me what  cache files (their locations) and permissions are being referred to in the paragraph below?

The following step will give errors if your file-system is not set to grant proper permissions to CiviCRM for cache files / settings files. This means the files and directories must not be read-only and the relevant username (such as www-data) may require read/write permissions in civicrm directories.

seems like u r missing a statement or link to a wiki page?

basically in joomla, civicrm needs write access to the media directory (more specifically media/civicrm)

No I was actually quoting from a wiki page...
See, after following the instructions on how to Move an Installation...
and getting to the following step for Joomla:

   9.

      - Drupal sites: http://<drupal_site>/index.php?q=civicrm/admin/setting/updateConfigBackend&reset=1

    * Joomla sites: http://<joomla_site>/administrator/index2.php?option=com_civicrm&task=civicrm/admin/setting/updateConfigBackend&reset=1

   1. Review the recommended modified paths in the form - they should reflect the new Base Directory and Base URL for CiviCRM.

I got the following error:

You do not have permission to execute this url.

So I'm trying to figure out which files or directories and what permissions.

media/civicrm is 775.

that seems to be more an authentication issue rather than a bad permission issue

r u logged in as admin?

yep. actually Super.
So does that mean it's a database authentication issue?

no a CMS / joomla auth issue. u'll need to figure out where and/or hire someone from http://civicrm.org/professional/
