send email within case

It appears the Send email activity does not work from within a case. If configured in the case type xml file, it will appear in the activity list, but triggering it displays the "standard" activity display instead of the special send email one (i.e. no wysiwyg editor, etc.), and no email is sent.

Is there a reason, or a known workaround for this?
