Security Header is not Valid

I'm getting hung up on this payment gateway for paypal.
I've been trying suggestions, the latest...
https://ppmts.custhelp.com/cgi-bin/ppdts.cfg/php/enduser/std_adp.php?p_faqid=252
...has us checking the code to see if it checks for an SSL Cert.

I believe I followed the instructions...

...especially the ones highlighted in red boxes.

I'd appreciate any thoughts.

One item in the setup instructions for PayPal indicated PHP 5.2.4 does not work and to use 5.2
We installed 5.1.5, figuring it would work.
I'm now figuring it doesn't, and am attempting to install 5.2.0

after installing php 5.2.0, we still get the security header error.
at least we are now entirely setup as recommended.

1. I would check and double check the settings since quite a few people have it working (including on demo) without the issue.

2. If the above still does not fix things, i think your next best option is to add some debug code to the paypal SDK and trace (and find) the root cause of the error. Its basically an error message generated by paypal sdk which we pass on to the user
