Unchecked fields in administration pages

Running Drupal 6.16 + CiviCRM 3.1.4 (french language pack)

Most of my administration pages have a strange behavior :
When I modify the values of the fields (text, dropdownlist, radiobox, ect.) the database update seem to work but if I load the page again to check the changes, all checkboxes are unchecked...

Examples :
- Administer / Configure / Global settings / Debugging => => all fields Yes and No are unchecked
- Administer / Configure / Global settings / Miscellaneous => "Version Check & Statistics Reporting" => Yes and No are unchecked

This problem has also an impact on profiles wich does not work anymore for new user registration :
- I have created a simple profile (Administer / Customize / CiviCRM Profile)
- In the settings page of the profile I have checked
   * "Used For" = "Drupal User Registration"
   * "Is this CiviCRM Profile active?" = Yes
- Resulting HTML Form Snippet only contains profile fields, but no user record fields, therefore my forms only creates the contact in CIVICRM but not a Drupal account.

- I have totally reinstalled Civi
- I have checked all parameters pages in Civi & Drupal, especially ACL
- I have checked the logs, especially database
=> Nothing

Anyone got experience on this ?
