Why does Paypal express show CC form?

Hi everyone,

I'm trying to implement CiviContribute using paypal express and I'm a bit confused.  My understanding is that PayPal express users don't need to enter CC info on the site itself.  When I use paypal express as my payment processor, the CC form gets displayed.  The client's desire is to not show the CC form, and have all payments happen on paypal.com.  Is there an option for this I'm missing?

Good question. This seems like a bug to me - I'm investigating. (PayPal requires that the PayPal Express button get included for PayPal Pro cases - but not the reverse AFAIK.)
