Would CivilCRM be right for voter management system for an election campaign?

I have an excel file of the voters and need to add in personal information to individuals, phone numbers, loyalties, special needs etc.   and be able to access or printout different views if the collected information.

Yes, maybe.

CiviCRM is really good about collecting and storing the data. Just think through what you need to do with the information.

Send emails to people? Very good match.
Create complex cross tab reports? Might be a match is you can use the BIRT reporting (http://civicrm.org/node/162).
