People in multiple groups to only get one mailout?

I was asked a question in a demo this morning that I couldn't answer well.

We have a set of groups: let's say "regular donors", "local business leaders", "board members". When we do a mail-out, each group gets a slightly different letter. So you do three mailouts, one per group. The problem comes when someone is a local business leader and a board member and a regular donor - how do you stop them getting three mails?

This could be a problem with the way that we have arranged our data. I can think of two workarounds: create mailout smart groups to find people who are GROUP-A AND NOT GROUP-B AND NOT GROUP-C, etc. or create smart groups to find people who didn't get a mailout in the past X days. (Not a perfect workaround.)

Is there a best practice on this?

Step 1 of the New Mailing workflow in CiviMail gives you the option to Exclude Recipients of any previous mailing. This means you can direct a mailing to "board members", and then when you mail to "local business leaders", exclude anyone in that group who got the "board members" mailing.

You can also exclude recipients who are in Group "B", even thought they are in one of the included groups - so I think you can cascade your mailings that way as well.
