I upgraded from 1.8 stable to 1.9 beta on a Joomla 1.0.13 site using the upgrade instructions found here (as instructed):

The upgrade appears to be working fine. I tested out my email signup profile and contribution page. They both worked fine and I received no error pages as I cycled through all my civicrm settings. But when I went to send a mailing using CiviMail I couldn't get past step 1 because there are no mailing recipient selection options displayed in that portion of the step 1 page.

Is there a setting I need to enable in order to see the mailing recipient selection options?

You need to make the desired groups are Mailing Lists (a new checkbox in every group’s Settings screen). This will be clarified by CRM-2343.
