Two events, two names, one email address give unexpected results
June 02, 2010, 07:53:29 am
Person A registered for the conference, then registered person B for another event, the reception, using the same email address. The reception was added as a second event for person A and the contact information (first and last name) was changed to person B.

I corrected the database by creating a contact record for person B and registering them for the reception. Then changed the Name and Address in the record for person A back to their name and deleted their reception event, leaving just the conference info with original contact information.

I reproduced this on demo.drupal.org
Created reception, free meeting with online registration, event type meeting, online registration profile Name and Address, http://drupal.demo.civicrm.org/civicrm/event/register?reset=1&id=15

Created conference, paid event with online registration, http://drupal.demo.civicrm.org/civicrm/event/register?id=16&reset=1
Registered buster@example.com, Buster smith, elm st, new york, north dakota, 98765, pay by check
Buster smith is registered for 4 events -- conference (and dancing school 3 times-- don't know where those came from).

Registerd for reception, buster@example.com, john adams, oak, maywah, new jersey, 56789

Find contact buster. Name and address changed to john adams, oak, maywah, new jersey, 56789

So, shouldn't a contact record be created for the second person because the names are different, even though they have the same email address?

You should check the strict rule on dedupe, if it matches only on the email, then that's normal.

Lobo, I remember I was discussing with you about the default rule for the dedupe on individual and it was to solve another problem (I think it never matched when you only asked for the email on registration but the dedupe was set to first+last+email).  I'm wondering if the default dedupe rule set to a more conservative first+last+email isn't better finally.

Open question, we will always have false positive and false negative on the dedupe, just a matter of where to set the level.

I'm using the default. I just looked at civicrm/admin/deduperules?reset=1, individual, strict, and it just has email. So it works the way it's supposed to.
