We are using civicontribute and have configured a Paypal online payment processor for it.  Seems to work fine in every respect.

EXCEPT, perhaps since our upgrade to 3.1.4, the dup processing is not working properly.  It used to work fine.

No matter how I configure the default strict dedup rule (multiple combinations of email and fn and ln), it seems to be creating duplicate contacts for each new donation by an existing contact.  The dups are then detectable and mergeable using the manage duplicates function and using the same rule!.  I thought perhaps it wasn't matching home emails to billing emails, but that doesn't seem to be the problem -- I have just made 4 contributions using the same information and created four identical contacts, all of which do screen as dups using the strict dedup rule in the manage dups function.

Is there a parameter set that I am missing or this is a bug -- any experience?

this was a bug in 3.1.4 and has been fixed for 3.1.5

I'm seeing this same behavior.  Any luck updating to 3.1.5?
