We’re happy to announce that the translation area for CiviCRM 1.9 is open. The PO files can be downloaded from our repository and our Pootle install has been updated as well.

Are 1.8 to 1.9 just string additions or are there some deeper differences in the new pot. I'll look anyway, just wondering.

It’s a bit hard to say from the diff, as a lot of the changes are in the comments. We generate the POT files automagically (with bin/create-pot-files.sh), so we don’t really track the string changes this much.

BTW: I just looked at the diff and it seems our helpfiles need some serious cleaning (a lot of unneeded HTML inside the {ts} tags). I fix this and rebuild the POT files afterwards.
