Always create contact...

I want every event registration to result in a new contact being created. 

Would setting all of the field in the Individual Strict rules to None and a Weight Threshold to Consider Contacts Matching to 100 give me this result?

I'm not sure if altering the de-dupe rules would have the effect.  Why don't you try it and see what happens?  But I know for sure that editing the PHP would give you this effect.
