General question on ACL and Drupal

Seem the moment a site decides to go with ACL via CiviCRM to manage permissions and not use the typical 
"register for events" 
'access all custom data'
'profile listings and forms'
it makes it so that with each Event, Group, Profile Custom database fields you need to create an ACL to go with it?
This seems fine but just want to make sure since this is a large overhead if it there are numerous items of these.

Instead of a reverse order of ALL IS OPEN unless there is an ACL.
