CiviCRM and Chapter Development

We have an organization with 40 local state chapters. Our statewide database is over 260K individuals and 225K households. Many of those have emails and telephone numbers.

We wish to give each of our 40 chapter leaders their own chapter pages. One page for the leader where they can view a Group (that we have established e.g. Cherokee County), email to those individuals in their county or print mailing labels for their group. They would have no admin permission.

The second page is a public website which would allow the public to review event/registration data and pay membership dues.

We have been using Joomla CiviCRM for over 2 yrs but have never attempted to take our CiviCRM use to this "next level." Has anyone been down this path before and/or are you willing to post a link to your site. We are new to Drupal and not yet familiar with its architecture. If you could point us in the right direction we would greatly appreciate it.

For example, do we:

1. create a Page, assign roles, grant permissions, select groups etc?
