See attached image. The cookie and main error message don't match very well

Joe - if you can reproduce this consistently on the 3.2 sandbox - please let us know the steps.

This was a bug introduced due to context issue, and has been fixed in 3.2 ( r28636 ). It will be part of next beta release.
