Hello,
I wasn't sure of the best place to post this. While I did run into this problem while upgrading, I suspect that may have just been the time Drupal decided to act up on me. However, for the sake of others who are using Drupal, if you took the site off line and are having trouble logging back in to bring the site online, and /user isn't bringing up the login page as it normally does, here is a useful link for you:

I was only able to log back in after following the "truly desperate" step.
