Assistance needed with CiviContribute -- adding email notification feature

Our site is up and running, and we have many personal campaign pages. PCP owners want to be notified by email whem somebody makes a donation on their behalf. I understand this feature could be added using hooks, want to know if anyone is looking to create this and make a few other smarty template tweaks.
