Restricting admin access to certain event participants for event moderators

Hi

First of I'm fairly new at both Joomla! and civiCRM. I do however have quite some experience in CMS's and application design.

A client requested several advanced features for an event registration, so I chose civiCRM.
The forum and documentation have been really helpfull so far and I actually have everything up and running. There are 36 equal (free) events in total devided over 4 locations. Each location has their own event administrator, that should be able to allow participants into the event.

I now have just one question left:
How can I give these users access to set the status of participants of events in their location only?

That way they won't mess up the other registrations. I would actually like them to have access to an overview the participants of each or all of their own events from which they can edit the status of the participants only. Preferably there would be no access to all other civiCRM functionality.

I tried looking into profiles, but civi won't let me mix individual and participant data without restricting the usability of the profile. Also I can use groups and eventypes as selection criteria, but I don't know how to go from there. There is one forum topic pointing to this page: http://civicrm.org/node/621, but the link to the actual example on that page seems to be broken.

Thanks in advance for any suggestions. Any reading links are also appreciated.
