Non-Admin User Can't create Civi Events?

It appears that User Roles need the "administer CiviCRM" permission to be able to Create Events? If this is so, is there any way to turn off the Top Menu so that the Admin functions are not visibly accessible?

We have fixed this permission in 3.2, so now contacts with permission "access CiviEvent" will be able to access events.

You will have to some custom coding / add javascript in template to hide menu

Is there a patch that can be applied to correct this problem in CiviCRM 3.1.1?

I think it's a big change for a patch, so I would recommend upgrade to 3.2
