"is not null" report criteria

I've added an "is not null" option to report criteria, since I needed it for my own reports.  Would this be useful for other users?

Patch is attached.

Seems super useful. Can you post an issue to the Issue Tracker for this and attach patch (hopefully against 3.1.5 or 3.2).
