CIVICRM Path Problem

I changed the domain name after installing CIVICRM.  Now when I click on any of the civicrm links, like Find Members, it goes to "http://endangeredwolfcenter.org/~surgeagenc/civicrm/event&reset=1"  it should go to "http://endangeredwolfcenter.org/civicrm/event&reset=1" without the "~surgeagenc" part. It worlk if I manually erase it.

I changed the paths in settings.php and went through all of the civicrm admin menus looking for the ~surgeagenc part with no luck. Is there another file that holds the paths that civicrm uses?

Check your Resource URls at <your_site>/civicrm/admin/setting/url&reset=1
 and
Do try rebuilding the menus. : 1. for drupal : <yoursite>/civicrm/menu/rebuild&reset=1
                                                  2. for joomla : <yoursite>/administrator/index2.php?option=com_civicrm&task=civicrm/menu/rebuild&reset=1
