free text tags

free text tags seem to be acting up a bit on 3.2b3
testing on the sandbox.

when in a contact record, tags tab:

- if you start typing and click enter (before the search lookup completes) it kicks you to the tab management screen. it's easy to do that as the search lookup can end up taking a second or two. if people just type keywords and click enter, they will leave the contact record. actually -- it's not the management screen. it seems to kick them to the same screen w/o the contact's record and tabbed interface.

- it appears that civi has issues if a free-text tag matches an existing tree-tag name. for example -- on the sandbox, try entering "volunteer" in the keywords field. it appears to add it, but when you leave and come back, it's lost. while one could argue the merits of having the same tag name in different places, i think the current behavior is problematic. given the ability to create multiple tag sets (which people would theoretically use for categorization purposes) -- it's not a stretch to think the same tag might appear in multiple locations and for different reasons.

- in my joomla instance running 3.2b3 the tag search lookup isn't working (tested in chrome and FF). it does work on the drupal sandbox.
