Installing new language, Where?

I would like to install the Dutch language to my Civcrm. Ican not find the place where i do have to load up the modele

You do need to download the separate tarball with all the localization files from source-forge. 3.15 version (latest stable) is at:
http://sourceforge.net/projects/civicrm/files/civicrm-stable/3.1.5/civicrm-3.1.5-l10n.tar.gz/download
