any reason why my Nginx Web Server would be interfering with the cron run of the civimail.cronjob.php file?
it authenticates and runs, but it redirects me to the http://<domain>/sites/all/modules/civicrm/bin folder... resulting in a 403 denied error.

Probably not a nginx issue but something misconfigured somewhere.

If you can wait a few more days, I'd suggest to use the 3.2 and run the cron using php cli.

Thanks for the reply!
I rolled back to 3.1.5 version of CiviCRM, cleaned up my Nginx PHP Configuration a tad and it is executing normally now.
I'll wait for a few more beta releases of 3.2 then give that a go again sometime.
