Help! Civicrm install in Joomla not showing icons and no Administer button

I have tried all I can think of from the threads.  I have 3.1.6 installed on Joomla 1.5.20 and can not get the icons to work.  I have nodified the javasettings, I have added the appropriate settings to the php.ini file and have checked the URL in the civicrm.settings.php file.

Can anyone help?  I must be missing something somewher

Have you check your Global Settings >> Resource Url ?

also make sure your templates cache is cleared:
/media/civicrm/templates_c/

To answer the two suggestions, on the Global Settings, I cant even see that anywhere.  On the cache, I have cleared it and the main PC cache and the Joomla cache.

make sure you're looking in CiviCRM global settings -- not Joomla
and its not the joomla cache that needs to be cleared, but the folder referenced which is in the server file system

Where do I find the Civicrm Global settings?  I must be missing it somewhere. I don't see any icons on the home page of my install.

the administer > configure menu.
doesn't seem like you have a good handle on civicrm configuration. you may want to do some reading online and walk through the initial configuration checklist just to make sure you've covered stuff.

I think I'm having a similar problem I just installed civi twice no the same site (different folders) and one looks fine the other looks probably like what the OP is describing.

Under Resources URL I have nothing... what is it supposed to be.

Confirugation Checklist:

Resource URL should be the absolute path to the directory where the civicrm codebase is located for this site. Check your site that's working for an example.

I just realized I was mistaken. Those fields were not empty the text fields were so small, I didn't realize there was text in them.

The field that was actually empty was the css one, which is also empty on the other site that is working in the screenshot.
Going to uninstall/reinstall.

Ok, I got this one fixed by changing the Resource url from the Http// to the //home2 and that got rid of the parsing error.  I am still having problems with the display of civicrm.  I have no icons or toolbar.  I have cleaned the template_c cache. I have the reset. what next?

I am receiving this after locating the Global Settings. The first one is what I have as my resource url.

Any thoughts?

Finally! Ended up having to also update the Directory Path and Url in the Administer CivicRM-Global Settings.

Hi I am having exactly the same problem here.

i hope the thread creator subscribed to this thread and help me how you solved it? I have cleared my template_c (delete everything under that folder), fixed my resources URL but still the same.

can help??

so within civicrm you checked the resource url and directory settings?
95+% of the time a problem with icons/layout is because of the resource url as that is what defines the location of the css files
