403 error on attempting to run any command line scripts

I am attempting to test command line configuration.

I've setup everything according to
http://wiki.civicrm.org/confluence/display/CRMDOC/Command-line+Script+Configuration

But whenever I try to run a script from the browser I get
Quote
Forbidden

You don't have permission to access /sites/all/modules/civicrm/bin/ on this server.

I've also tried doing it from sh prompt but same 403 error

I'm using the site admin user and password and so I can't see why it's not working.

I know these are correct because if I enter something different I get a different error:

ERROR: Invalid username and/or password

What could be wrong?

Sounds like a file system / directory permissions issue (i.e. the web server operating system user doesn't have sufficient permissions to access  that directory).

I've changed permissions on bin and the php scripts to 777 but still get the error.

I think it may be in our php.ini. I'm checking with our web host to see if they have put in some special security.
