Can someone confirm this..

I want to use prescheduled emails to notify people about events when they are created.  If someone joins that mailing list before the mailing is sent but after it has been scheduled will they be included?

sorry if i missed this somewhere...

It’d be best if you could run a simple test (schedule a mailing for the future, add yourself to the target group and see whether you receive it), but I’m 95% sure this should work as expected (because the target contact list compiled at the time a given job runs, so takes in account membership changes, email address changes of the contacts and the like).
