New Mail ->Access Denied

I try to create e new mail with administrator user and i obtain Access denied!

Updated profile!

1. I did a fresh install of drupal
2. CiviCRM copied the files in sites / all / modules
3. www.mysite.it / sites / all / modules in / civicrl / install
4. used 2 databases

everything here, and the same procedure with the version 3.1.6 works correctly.
