Using Civicrm for Student Government. Is it right for us?

Hello everyone,
I was wondering if CiviCrm would be right for my group. We run our schools student government, and have are own running server, our queastion is is CiviCrm able to do what we need.

What We Need:
A System that can organize clubs,
Each Club can promote members as officers,
Students can Join Clubs (point and click)
Give Student Government members the ability to assign meetings
Give Student Government Officers the ability to assign events,
Keep a list of Clubs,
Keep a list of members
Ristrict access by level and by organization (STUGO Officers see and do all Stugo members see and do some, Others clubs officers see and do all only in there club)

Its fine if the names are different but work in this fashion

We need software that can receive a request for a club to form,
upon approval give status to the submitter as a club owner (officer)
add that club to the club "list" on aproval

That about sums up what we hope to do,
If we can do something like this with civicrm let me know and give advice on how to do what.
Now please be gentle since it would be one of my first times using civicrm however I have worked with both Drupal/Joomla before and have adequate linux LAMP skills.

Certainly CiviCRM can do much of what you are looking to do, but I think you might find some of your needs would be better met by a combination of CiviCRM plus Organic Groups. There is some integration between the two - out of the box it is one-way, OG to CiviCRM, but you can search on this forum and there are cases where it has been reversed - though in your case the one-way may be sufficient.
