Why are the automated messages mixed with the headers and footers ?

Hi,

Discussing with Piyush about civicampaign, was wondering what's the best place to store the automated messages (request to confirm the signature, thank you to signing...)

We are thinking that the best place is there
/civicrm/admin/messageTemplates

But wondering why the forward, Subscription Confirmation Request and other messages of civimail aren't there.

Just historical reasons or technical differences ?

I’d guess historical reasons (i.e., they were elsewhere to begin with and simply stayed there).
