Parent club with member clubs - updating data & access

Hi,

I'm hoping that someone has accomplished what we'd like to do in CiviCRM and can offer some suggestions.

Our organization is a regional sports entity.  We are made up of 40+ clubs within the region.  For membership reporting we want each individual club to update its member information by using the CiviCRM functionality.  Firstly, is there no way other than logging in to the Joomla Admin pages to be able to administer Civicrm?   It seems like a really bad idea to have 40+ hands in the admin pie.  Secondly, is there a way to restrict the access for certain users to certain pieces of data, i.e., Club A goes in to edit its data, can we restrict them from seeing the data from Club B?

the joomla implementation does not have permissioning. You can potentially do the below using drupal and permissioning and access control. note that the below setup can potentially get fairly complex, so does help if you are willing to dig into the code and documentation and figure out stuff
