CiviCRM 3.1.5. WYSIWYG Editor not working

I am using CiviCRM 3.1.5. and the WYSIWYG Editor not showing up.

On the CIVICRM Settings - Site Preferences - WYSIWYG Editor - TinyMCE is selected,
but when I am using Mailings the WYSIWYG Editor doesn't show up when I am trying to edit the Mail Content (step 3 of 5)

I receive a JavaScript error

Code: [Select]
tinyMCE is not defined
[Break on this error] tinyMCE.settings = configArray[0];

Any idea what I can do so solve the issue?

You might get a better idea looking at the net panel of firebug.
 Is tinymce js file loaded ?

This being said, the current version is 3.2.0 with the 3.2.1 in the pipe for within a few days. I'd strongly suggest you to upgrade.

Thanks Xavier,

yeah, looks like the inymce js files are not loading

How do I change that?

Check whether your packages/tinymce directory is the same as in the upstream tarball and that you can access the relevant JavaScript files from your browser.
