contribution page with checksum token won't show Drupal username field

I think I've just realized we can't use our membership workflow as we'd like, and I'm wondering if I can confirm this with people.

We have 3.2. We have a custom profile where people submit information; a contact is created and put into a "applicants" group. An admin then reviews their application and then sends an email template with a link to a contribution page with the checksum token to pre-fill the info. They can then fill out the contribution page and submit. We want them to create a membership and a Drupal user with the contribution page, but it looks as if the Drupal user field is hidden if the checksum token pre-fills the info. I've made sure the

Drupal username in profile when embedded on contribution page will be shown only anonymous user. Make sure you are logged out.
