I had the same issue and the fix worked for me (after flushing cache)

The offending É character is in line 2348 of /civicrm/css/civicrm.css

I've verified that removing the bad character from the civicrm.css fixes the problem on my CiviCRM 3.2.2 site.

This had me going for a while as I had the same issue. Upgrading to 3.2.3 fixed it. Thanks!
