Renewing / Upgrading a membership

If there are multiple membership types on one contribution page and a current member renews, but changes membership types (upgrades from Bronze to Silver) a new membership record is created and the bronze membership is not renewed. Also, depending on when the membership renewal was processed the member may have two current and no future memberships.   However, if the same current member renews a membership and doesn't change membership type the membership is extended for anoter period regardless of when it is done.

It seems there is an assumption that changing membership types is like starting a brand new membership with a new join date, etc.

Is this a bug, intential, or functionality that needs to be flushed out more (i.e. having heirachary membership types) or am I just missing something?

Changing membership types is intentionally seen as a new membership starting off as civicrm can be running Memberships for entirely different organisations and purposes.

The problems of people wanting to be able to 'switch' membership types has come up before but I don't recall any easy workarounds.
