CiviCRM with Joomla! or Drupal?

I'm hoping to use CiviCRM as the main method of managing members within a large budding organization, but I can't seem to find anything expressing how to make it fit our needs.

For our website, I need to have separate applications for organizational members, as well as individual members linked to those local organizations. Members must be able to initiate their own application via custom forms on our website, which then go through an approval process. I also want to make it as seamless as possible on the applicant side - preferably a single custom form for each type of membership, that they can save as they work on it.

Organizational members will be approved by a national officer, while Individual members will be approved by both an officer within their linked local organization and a regional officer. This would necessitate multiple layers of customized permissions, as well as email alerts to these officers when new applications are awaiting their review. If possible, email alerts should also be sent to applicants when their application is either approved or denied. Denied applications then need to include an option of appeal, which would be sent to the next highest officer up the chain.

I know going in that this is going to be a lot of work to design and set up. Ultimately, my question is: will this be easier to accomplish with Joomla! or Drupal?

since you need to use permissions and potentially a fair amount of hooks and maybe some workflow rules, i suspect drupal might be  wee bit better fit.
